Proposal for a new Transshipment Observer Program measure
In accordance with the taskings from TCC 07 and COM 08 to develop a regional observer program for transshipment by COM 09, the Small Working Group on Planning and Development (SWG PD) proposes the attached new conservation and management measure (CMM).
